I completely disagree. If Venice doesn't monitor chats, it can't know how much you interacted with a character. Basing payment on the number of downloads is unreliable. An interesting cover and premise are enough to generate hundreds of downloads, but that doesn't guarantee quality. And basing payment on comments isn't profitable either, since most people don't rate the downloaded characters. Ultimately, that kind of incentive would only saturate the already saturated character section.

I would be delighted if others would use my characters. But to charge them for using the characters I have built - a clear no from me. I only would pay for something that meets minimum quality requirements. How can you assure that? You can't. As a basis, a framework must be available that allows for an evaluation of the quality of the characters based on objective criteria. This is not available and is unlikely to ever be available.

IMO, I am not sure if this would go over well, especially considering that it takes take a lot of effort to create a background and personality profile. Charging for a character model, is imo the same as trying to charge for putting in a prompt and having the AI model generate the image for you.
