Allow Images to Be Sent Without Text

When attaching an image to a chat, allow the image to be sent without requiring additional text.

Currently, after attaching an image, the Send button does not become available until text is entered. Sometimes I simply want to provide an image as context and then continue the conversation from there.

The image attachment itself should be enough to enable the Send button.
