Downloaded HTML renders differently than the generated code

I think I found a bug.

I generated just a simple HTML/CSS sign-in page. When I use Download button, the file renders as mostly raw HTML with little or no styling.

However, if I copy the exact same generated code into a new .html file, it renders perfectly.
