Improvements to Public 'Characters' (Share Links and other Ideas)

I noticed that when you upload a ‘Character’ and it gets approved. The version of the character in the public characters list, and the one installed locally on your machine are separate. https://venice.ai/character-chat

- Users who Create and/or Download Public Characters should be able to access their Public links at any time.
- The public link should be availble in the character’s ‘Settings’ tab, or in a new ‘Share’ tab.
- The system should recognize if the local version of the character is different from the public one, but still allow the user to access and re-download the public version.
- The user who uploaded the public version can make edits, and it would replace the current version when approved. (Can this be done while keeping privacy?)
