Offer TEE/E2EE DeepSeek V4 Flash 0731

Currently, the deepseek-v4-flash-0731 model is only available as a private (non-TEE) variant. I'd like to request a TEE-enabled (and optionally E2EE) version of this specific snapshot, similar to how e2ee-deepseek-v4-flashexists for the general Flash model. Should be relatively easy given similar backend.
