Pro+ and Max Subscription for staking VVV

Hello Venetians,

I would like to ask Venice to implement Pro+ and Max subscription plans for VVV stakers - potentially with higher minimum thresholds (i.e. 500 VVV for Pro+ and 1000 VVV for Max).

I would also like to propose a roll forward of unused Venice Credits from staking DIEM (similarly to Pro+ and Max plans) for at least 7 days on a rolling basis.

I strongly believe that this approach would help the token economy and will encourage staking in the long run.
