Promote newly approved characters to the top of the feed

Currently, when characters receive approval, they remain in their original queue and or get buried beneath subsequent approvals. This significantly reduces their visibility during the critical window when they first become available to users. 

Proposed solution: Automatically move characters to the top of the feed upon approval. This would give newly approved characters proper exposure and slow creators to benefit from the momentum of their work going live.
