Public Character Dashboard

I’d like to see a dashboard showing all of the public characters for the current user (submitted, rejected, published) so that we can follow what’s in the queue and maybe even see what number we are in the queue to be reviewed and published. This would help to eliminate the accidental duplication that we’re seeing at times and would give us a place to do to see how long to expect it to be to get reviewed.
