UI for Character Context files should allow download/view

When there is a Context file/PDF already attached on one of the few public characters that have one, the "Edit Character" UI doesn't allow downloading or viewing it. It just has a trash can button to delete it. This seems to be the case for your own characters too, which can make it harder to see what version of a file is there. Unless there’s a creator toggle to keep a file secret, there should be a UI to view or at least download these files so that their quality can be known and edited if needed.
