Unused VCPUs & secondary market

I would like to propose that unused vCPU resources be redistributed to active accounts on an hourly basis instead of being wasted. Additionally, it could be beneficial to allow stakers who do not use the API to lend their resources to others in exchange for some form of reward. This would effectively create a secondary market for vCPUs.
